Großbritannien: CB-Packet-Radio
mit Einschränkungen freigegeben
Das britische Handels- und Wirtschaftministerium hat mit Wirkung vom 20. Dezember 2002 in Großbritannien im CB-Funk die Betriebsart Packet-Radio freigegeben.
Hier die wichtigsten Punkte der britischen Regelung:
Packet-Radio-Betrieb ist auf den Kanälen 24, 25 und 32 gestattet.
Es dürfen nur Punkt-zu-Punkt-Direktverbindungen ("one-to-one operation") hergestellt werden. Unbemannte Stationen, Digipeater, Nodes und Mailboxen sind nicht erlaubt. Eine Verbindung mit anderen Netzen sowie dem öffentlichen Telefonnetz ist nicht gestattet.
Die Postleitzahl(!) des Senderstandortes muß bei Beginn und am Ende jeder Aussendung, bei Frequenzwechsel sowie bei längeren Aussendungen alle 15 Minuten im Morsecode ausgesendet werden.
Geräte zur Datenverschlüsselung sind nicht erlaubt.
Die Verordnung des britischen
Ministeriums hat im Original folgenden Wortlaut:

WIRELESS TELEGRAPHY ACT 1949
NOTICE OF VARIATION OF CITIZENS’ BAND RADIO LICENCE
The Secretary of State hereby gives notice, pursuant to section 1(4) of the Wireless Telegraphy Act 1949, to holders of the Citizens’ Band Radio Licence ("The Licensee"), that, with effect from 20 December 2002, each Licence shall be varied as follows:
1. In this notice, "the Booklet" means the Citizens’ Band Radio Licence Terms, Provisions and Limitations Booklet RA369 (REV 1), the terms of which form part of the Licence.
2. As from 20 December 2002, the Licence shall be read and construed as if:
(a) the following new sub-clause 2(c) were inserted as follows:
(c) in the following modes:
(i) unattended
operation of a CB station;
(ii) operation of CB station in digi-peater mode or node
operation;
(iii) operation of all mailbox and bulletin board systems;
(iv) interconnection with any other networks including the Public
Switch Telephone Network (PSTN)
(b) a new Clause 12 were inserted as follows:
"Operation by the Licensee of data on a CB station"
12. Operation by the Licensee of data on a CB station is limited to a one-to-one operation, which does not include digi-peater mode and shall be on the following basis:
(a) the channels
shall be used in simplex mode only;
(b) the data unit interface with the Wireless Telegraphy
apparatus forming a CB station shall be made only through the
external microphone input socket and/or receive audio/speaker
output socket with the aid of suitable cables/switch;
(c) the data modulating the transmitter shall be the AX25 Amateur
Packet Radio Link Layer Protocol;
(d) the class of emission shall be G2D. Only two tones shall
modulate the (said) transmitter. The maximum frequency of the
highest tone modulating the (said) transmitter shall be 2200Hz.
There shall be not more than 1000 Hz frequency between the two
tones. If a connection is not established within 20 seconds, the
transmitter keying control line shall be reset
(e) the Licensee shall transmit their full postcode in Morse telegraphy;
(i) at the
beginning and end of each period of communication;
(ii) at the end of each interval of 15 minutes, when the period
of communication is longer than 15 minutes;
(iii) at the beginning of transmission on a new frequency (whenever
the frequency of transmission is changed); and
(iv) on the same carrier frequency that is being used for
communication.
(f) the Licensee
shall ensure that the data interface equipment is compatible with
the wireless telegraphy apparatus forming part of a CB Station,
that any interconnecting cables/switch which are fitted are
suitable for operation and that no interference to other
electrical, electronic or radio apparatus is caused;
(g) the wireless telegraphy apparatus forming part of a CB
Station shall comply with UK Interface Requirement 2027 published
by the Radiocommunications Agency of the Department of Trade and
Industry, when operated in conjunction with the data interface
equipment;
(h) apart from the operation of data on a CB Station, and subject
to the preceding clauses, Licensees shall comply with the
relevant existing licensing terms provisions and limitations";
(c) clause 12 were re-numbered clause 13; and
(d) the notes to the Booklet were amended as follows:
(i) paragraph 4(a)(iii) were replaced with the following words:
"Devices designed to encrypt or distort speech or data";
(ii) a new Note 10 were inserted as follows:
"Information which infringes the Data Protection Act 1998, copyright, personal or corporate privacy shall not be sent."; and
(iii) a new Note 11 were inserted as follows:
"Channels EU24(27.235MHz), EU25(27.245MHz) and EU32(27.325MHz) within the existing CEPT allocations should be used for transmission of data."
(iv) a new note 12 were inserted as follows:
"Digi-peater mode is mode available within the AX25 Amateur Packet Radio Link Layer Protocol whereby the data unit re-transmits a received packet in the form received and without error correction."
(v) a new note 13 were inserted as follows:
"A node is a data unit connected to one or more CB radios forming all or part of a CB station able to store and re-transmit for onward routing, complete or parts of a message."
